A Business Analyst does not really need experience in technology or programming unless the businesses they are analysing make use — or can make use — of technology. However, most businesses do make use of IT, so skills in this area can help tremendously.

I think you need to define your question more and think about what type of business analyst you are interested in.

On saying that, Spreadsheet skills are likely to be useful so as to model business finances, but they are not mandatory.
